In a rare public statement, Detective Marcus Rheel of the Metropolitan Task Force discussed the recent murder in the Lower District. “This is not a random crime,” Rheel stated. “We believe it is the work of a serial killer we have dubbed ‘The Occupier,’ who occupies the victim’s home for several days after the murder. The bodies of the victims have never been found, but we are confident that we will bring this killer to justice.
